Vaughan Smoking By-law 074-2019, enacted 14 May 2019

Vaughan permits designated smoking areas at some city facilities and parks, and that’s the piece people get wrong in Woodbridge, where the community centres and the fairgrounds pull crowds. A designated area has to sit 9 metres off any entrance, and cannabis may never be smoked in one at all.

Section 4.0(6) sets that nine metres and keeps cannabis out of the designated areas completely, so a spot that works for a cigarette at the Father Ermanno Bulfon or Al Palladini community centre stays off-limits for a joint. The rest of the by-law runs the same way — nothing lit in an enclosed public place, nothing in any Park, nothing in or at a City Facility. Recreational cannabis outdoors in public is effectively closed across the city, with a medical authorisation or a court order the only routes through, and the document carried and produced on demand.

The provincial statute underneath it, the Smoke-Free Ontario Act, 2017, puts the age to buy or carry at 19, caps what you carry in public at 30 grams, and rules out consumption in any vehicle that’s being driven. Health-side enforcement in Vaughan runs through York Region Public Health. Where the two layers overlap, the tighter of the two numbers is the one that counts.

Then there’s your own address. Rental agreements and condo declarations along the Highway 7 corridor commonly ban smoking indoors and on balconies, and that ban stands regardless of what the by-law allows on the street outside.
